Tammy Kassiou is a globally respected entrepreneur, humanitarian and founder of the Philotimo Group, a multinational organisation at the forefront of workforce development, education, training and community upliftment. Headquartered in Timor-Leste, the group operates across multiple countries, providing sector-specific training, workforce solutions and enterprise support in partnership with governments, NGOs and private-sector organisations across a broad range of sectors.
Tammy is also the founder of the GEM Foundation, which recently launched the GEM Institute, Timor-Leste’s first English-language training and education institute focused on providing world class courses for job readiness and economic participation. The institute also offers the nation’s first on-ground IELTS testing and support through a historic partnership with the British Council. She has championed digital inclusion, education for women and youth and scalable training models in regions where opportunity is limited but potential is vast.
In addition, Tammy also launched Vorakai Lda in 2025, Timor-Leste’s first official Starlink internet service provider. The service delivers world-class high-speed connectivity to the government, business and private sectors.
